യൂറോപ്യന് യൂണിയന് ബ്ളൂ കാര്ഡ്: ഇന്ത്യക്കാര് മുന്നില്
യൂറോപ്യന് യൂണിയന്റെ കണക്കുകള് പ്രകാരം ഉയര്ന്ന വൈദഗ്ധ്യമുള്ള വിദേശ തൊഴിലാളികള്ക്ക് നല്കുന്ന ബ്ളൂ കാര്ഡുകള് സ്വന്തമാക്കുന്നതില് ഇന്ത്യക്കാര് ഒന്നാമതെത്തി. 2024~ല് യൂറോപ്യന് രാജ്യങ്ങള് ആകെ 78,100 ബ്ളൂ കാര്ഡുകളാണ് നല്കിയത്. ഇതില് ഏറ്റവും കൂടുതല് കാര്ഡുകള് ലഭിച്ചത് ഇന്ത്യന് പൗരന്മാര്ക്കാണ് (16,300).
റഷ്യ (6,700), തുര്ക്കി (5,600), ചൈന (4,600) എന്നീ രാജ്യങ്ങളാണ് തൊട്ടുപിന്നിലുള്ളത്. അമേരിക്ക, ബ്രിട്ടന്, കാനഡ എന്നിവിടങ്ങളില് നിന്നുള്ളവര്ക്കും കാര്ഡുകള് ലഭിച്ചിട്ടുണ്ട്.
എന്താണ് ബ്ളൂ കാര്ഡ്?
യൂറോപ്യന് യൂണിയന് പുറത്തുള്ള രാജ്യങ്ങളില് നിന്നുള്ള ബിരുദധാരികള്ക്കും ഉയര്ന്ന ജോലി വാഗ്ദാനമുള്ളവര്ക്കും താമസിക്കാനും ജോലി ചെയ്യാനും നല്കുന്ന അനുമതിയാണിത്. ഡെന്മാര്ക്ക്, അയര്ലന്ഡ് എന്നീ രാജ്യങ്ങള് ഒഴികെ മറ്റെല്ലാ യൂറോപ്യന് യൂണിയന് രാജ്യങ്ങളിലും ഈ കാര്ഡ് ഉപയോഗിക്കാം. ഇത് കൈവശമുള്ളവര്ക്ക് മറ്റ് അംഗരാജ്യങ്ങളിലേക്ക് ചുരുങ്ങിയ കാലയളവില് യാത്ര ചെയ്യാനും അനുവാദമുണ്ട്.
ജര്മ്മനിയാണ് പ്രിയപ്പെട്ട രാജ്യം
ഏറ്റവും കൂടുതല് ബ്ളൂ കാര്ഡുകള് നല്കിയത് ജര്മ്മനിയാണ് (56,300). ജര്മ്മനിയിലെ പുതിയ നിയമങ്ങള് വിദേശ തൊഴിലാളികള്ക്ക് അവിടെയെത്തുന്നത് എളുപ്പമാക്കി. പോളണ്ട്, ഹംഗറി, ഫ്രാന്സ്, സ്പെയിന് എന്നീ രാജ്യങ്ങളാണ് തൊട്ടുപിന്നില്. എന്നാല് ഇറ്റലി, സ്വീഡന് തുടങ്ങിയ രാജ്യങ്ങളില് കാര്ഡുകള് നല്കുന്നതില് കുറവുണ്ടായിട്ടുണ്ട്.
പഠനവും ഗവേഷണവും
പഠനത്തിനും ഗവേഷണത്തിനുമായി 2024~ല് യൂറോപ്പ് 475,000 അനുമതി പത്രങ്ങള് നല്കി. ഇതിലും ഇന്ത്യക്കാരാണ് (53,000) മുന്പന്തിയില്. ചൈന, മൊറോക്കോ, അമേരിക്ക എന്നീ രാജ്യങ്ങളില് നിന്നുള്ളവരും ഇതില് ഉള്പ്പെടുന്നു. ഇന്ത്യന് വിദ്യാര്ത്ഥികള് പ്രധാനമായും ജര്മ്മനി, ഫ്രാന്സ്, സ്വീഡന് എന്നീ രാജ്യങ്ങളാണ് തിരഞ്ഞെടുക്കുന്നത്.
ഇന്ത്യയും യൂറോപ്യന് യൂണിയനും തമ്മിലുള്ള പുതിയ വ്യാപാര കരാറുകള് വൈദഗ്ധ്യമുള്ള തൊഴിലാളികളുടെയും ഗവേഷകരുടെയും യാത്രകള് കൂടുതല് എളുപ്പമാക്കുമെന്നാണ് കരുതപ്പെടുന്നത്.
